POA BOARD WORKSHOP
May 4, 2010
[Note: The POA Board holds a working meeting on the
first Tuesday of every month to deal with significant assignments and
initiatives. The meeting is at 10:00AM at the POA Offices. Property Owners are
welcome to attend. The next workshop is on 6/1.]
- Kahite residents brought the issue of shoreline maintenance/weed control
to the Board. Apparently there is a problem with weed infestation in some of
the coves and at the Kahite common docks that began in 2008. The weeds have
been identified by UT as Southern Najas and Hydrilla. It is thought that the
weed has been introduced to the lake from transient fishing boats. This
problem is not widespread in other areas of the lake. However, it was
conjectured that there may be some Hydrilla in the shallow areas at the back
of the Yacht Club cove. According to the State Department of Natural
Resources, treatment for these "grasses" is through the use of an herbicide.
Aqua Services (the only licensed contractor in Tennessee) estimates the cost
of treatment at $250-$350 per lot per treatment (one treatment should be
sufficient but will have to be repeated each year). TVA has been approached
(they have treated this issue in the past) but has declined to act due to
budgetary issues. Affected Kahite residents have asked the POA to consider
paying for the treatments. The Kahite spokesperson was directed to do
further research and report back to the Board at the next Workshop.
- The Board received a preliminary presentation from Public Works on the
Geographic Information System (GIS) that has been employed by Loudon County
since the early 1990’s. The GIS allows participating units to map
infrastructure (lot lines, sewer/water lines, streets, electrical service,
etc.). The Village has an opportunity to "buy" into the system/database.
This will improve responsiveness of public works to requests for information
in emergencies and day-to-day business. The upfront costs are approximately
$70K and on-going expenses would be $6-9K per year. The system will also
eventually require a future add to POA staff (a GIS Specialist). The Board
instructed Jeff Gagley to do a cost-benefit anaysis to determine whether
projected future savings will offset the investment.
- Winston Blazer (POA General Manager) reported the results of assessment
collection activity. Letters were sent to Banks that owned 43 lots by dint
of their own foreclosure actions. This resulted in collection of over half
of the amounts owed ($12,681) in the last three weeks. Additionally, one
owner of 64 lots paid arrearages in early May after receiving a foreclosure
notice. Aggressive collection action continues.

Association Board of Directors meets on the third Wednesday of each month to
discuss matters related to the governance of the Village. The meeting is at
1:30PM at the Yacht Club. Property Owners are welcome to attend. The next POA
Board Meeting is on 6/16.]
- President’s Announcements: Board President Joe Marlette made the
following announcements:
- The POA Workshop scheduled for June 1 may be moved to an alternate date.
Notice of the change will be made next week.
- General Manager’s Comments: POA General Manager, Winston Blazer, offered
the following comments:
- Re-surfacing of Streets in the Tanasi Shores Neighborhood will begin
5/21. Updates and notices to residents will be available on Channel 3.
- POA 101 will be held at the Yacht Club at 9am on 5/21.
- Golf 101 will be held at the Tanasi Clubhouse at 9am on 5/28. Call the
Pro Shop to reserve a spot.
- Building Permit Activity: New permits for single-family homes now total
20 for the year. Additionally, 2 Townhouse permits have been issued. The
budget for this period was 3. This compares to 9 permits at this point in
2009. Currently, 37 houses and 2 townhouses are under construction in the
Village.
- As of 5/14, the Village has 36 open boat slips and 2 open PWC slips. It
is likely that not many of the remaining slips will be rented this year. POA
had budgeted for 50 open slips this year.
- Financial: Revenue year-to-date was $4,093K versus a budget of $3,991K.
While golf revenue continues to be lower than budgeted due to the weather
(18,744 rounds played versus 20,727 expected), Wellness Center memberships,
new home permits and higher water/sewer revenue continue to exceed
expectations. Expenses for the first quarter were $93.3K over budget
($4,551K actual vs. $4,458K budget. This is largely due to timing of
maintenance projects (street and parking lot paving) that have occurred
earlier than expected. There is a significant savings in personnel costs to
this point due to unfilled positions. The Village’s cash position stands at
$4,737K or $148K better than budgeted.
The Board approved the sale of a POA owned lot
at 183 Amohi Way for $3,000. The lot had been auctioned with a $3,000
minimum. Only one bid was received. The new owner intends to build a
personal residence on the lot.
- Other Actions:
- April was the best month for Village Golf Course Usage in history.
Nevertheless, we are still nearly 2,000 rounds under the budgeted total for
2010 (that cold weather earlier in the year took a toll).
- Delinquent assessment accounts stood at 790 at the end of Q1 totaling
$1.25M. This is down from 858 delinquencies at the end of January. Each
month, delinquent lots add about $80K to the outstanding total delinquent
assessment total. 447 of the delinquencies are more than 360 days. 53% of
the delinquency dollars are owed by five property owners who own 506 lots
between them. POA continues to target this group in its collection efforts.
- There are a total of 6,730 lots in the Village. Currently, 52% of those
lots have homes on them (3,525).
- Doug Patterson has announced that he wishes to end his contract to run
food services at the Yacht Club while retaining the food services at the
Golf Courses. POA is currently interviewing other contractors.
- Stan Gilbert has resigned his position as Public Relations Manager for
Tellico Village. Effective 6/1, John Cherry will return in the position.

There is an Open Forum at the beginning of each Board Meeting. Any HOA Member
may address issues to the Board at that time. To be placed on the Agenda, you
should contact Board President Rich Planzo in advance of the meeting. The next

- The Tellico Village Library Book Sale netted $13,000 for the Library.
- Membership: As of April 6, membership dues had been received from 94% of
last year’s members (1282 households).
- The Board discussed at length ways to strengthen the linkage between the
HOA and the New Villagers Club. Also, discussed were ways to make New
Villagers feel welcome at HOA events. The HOA Board was quite enthusiastic
about forging a stronger relationship, and the New Villagers Liaison was to
present the ideas discussed to the New Villagers Board at the next meeting.
- HOA General Meeting: The next HOA General Meeting will be held at 7:00pm
on May 13 at the Yacht Club. Featured speakers will be Michael Bobo,
Executive Director of the Loudon County Chamber of Commerce, who will speak
on business activity in the county and Bonnie Harrell, Division Sales
Manager for Waste Connections of Tennessee, who will discuss recycling. We
will also hear updates from various HOA Board Members, Henry Cullen (the TV
Fire Chief) and a representative of T-Bart.
HOA GENERAL MEETING
May 13, 2010
[Note: The Home Owners Association holds four
general membership meetings each year during the second month of each quarter at
the Yacht Club. All HOA members are encouraged to attend. The next HOA General
Meeting is scheduled for 8/12 at 7PM.]
- HOA President, Rich Planzo, opened the meeting with a reminder about the
TV Fire Department fund raiser that is currently underway (ends 5/31). He
spoke about the success of last year’s drive that raised $85,000 and the
necessity for Village residents to support the Fire and EMS services. So far
this year, the Neighbor Helping Neighbor Drive has raised $65,000. The drive
frees emergency personnel from the necessity of raising funds. As a result,
they are able to engage in more training activities.
- Karen Brown, HOA VP Programs, announced that the HOA was going to an all
e-mail system (Constant Contact) of event announcements for its membership.
As a result, no flyers will be delivered to Village mailboxes by the HOA.
The HOA Newsletter, "Voice Of The Village", will continue to be delivered to
each homeowner’s mailbox.
- Cap Purvis, the TV Library Liaison, reported that plans for the new
Library will be completed by 5/20 and will be submitted to the Department of
Agriculture, which is providing the loan, shortly after that.
- T-Bart Representative, Bruce Rein, reported that they have made 22 runs
so far this year. This is more than double the number at this time last year
– it seems more of us are getting in trouble out there. If you need T-Bart
assistance, just call 911. T-Bart runs from sunrise to sundown.
Bruce also reported that, as usual, the annual
T-Bart Brat Fest was a sellout.
- Dennis Stanczuk, who chairs the HOA-TVA Dam Safety Committee, discussed
the first meeting that they had with the TVA on 4/14. The TVA welcomed the
opportunity to have a group of residents to work with and told Dennis that
Tellico Village is the only lake community that has gotten actively
involved. The TVA will appoint a Project Manager within the next three
months who will be tasked with developing permanent solutions and preparing
the required environmental impact statements. We expect to have input into
this process. The slides that Dennis used in his presentation will be
available on the HOA website (www.hoatv.org).
