POA BOARD WORKSHOP

April 6, 2010

[Note: The POA Board holds a working meeting on the first Tuesday of every month to deal with significant assignments and initiatives. The meeting is at 10:00AM at the POA Offices. Property Owners are welcome to attend. The next workshop is on 5/4.]

  1. Long Range Planning Advisory Committee Strategic Plan Presentations: Bob Janofsky and Kate Jacobs presented a preview of the Neighborhood Meetings to the Board. Six meetings are planned (five in the Main Village and one in Kahite). The purpose of the meetings is to roll out the LRPAC’s and Board’s 20-year vision of the Village’s development plan and solicit input from Village residents and non-resident property owners (the latter are being encouraged to view a streaming video of the presentation on-line at the TVPOA Website). Meeting attendees will see a film presentation and will be able to view rough architectural representations of the various options. A comment form will be provided to each household for comment (this form is also available on the website). All meetings will be completed by the end of April. Comment forms are due back by May 15.

  2. Kahite Deer Population Issue: Board President Joe Marlette shared a presentation made to Kahite residents with the POA Board. Kahite has a very large population of deer that are causing damage to the golf course as well as residents’ plantings. Additionally, it is feared that the large herd may increase susceptibility to Lyme disease (which can be transmitted to humans) as well as herd diseases. Officials of the Tennessee Wildlife Resources Agency have been contacted. They advised that this is a community issue and recommended a course of relocation (expensive) or a controlled hunt (public safety concerns).

It would appear that the deer are attracted due to a plentiful supply of food (such as landscaping and food left by residents for the deer). A communication to residents to refrain from feeding the deer is considered a vital step to bringing this problem under control. The Board has appointed an ad hoc committee of Kahite residents, with the aid of Public Services, to research this issue further and bring back recommendations.

  1. General Manager’s Comments: POA General Manager, Winston Blazer, offered the following comments:

  1. Village Audit Complete: Doug Warren, Chief Audit Partner of Warren & Tallant CPAs, presented the results of the Village’s 2009 financial audit to the Board. The audit this year included a 100%, hands-on audit of all Village Property and Equipment assets valued above $5,000. Auditors found that POA management is following all POA policies and procedures. Mr. Warren opined that many of the POA practices rise to the level of that required of publicly traded companies as opposed to the lower standards of a private, not-for-profit organization. The Auditors have issued an unqualified opinion. This means that all standards have been met or exceeded.

  2. Building Permit Activity: New permits for single-family homes now total 13 for the year. The budget for this period was 1. This compares to 6 permits at this point in 2009 and 15 in 2008.

  3. Financial: Revenue year-to-date was $2,894K versus a budget of $2,888K. While golf revenue continues to be lower than budgeted due to the weather (7,453 rounds played versus 12,283 expected), wellness Center memberships, new home permits and higher water/sewer revenue made up much of the difference. Expenses for the first quarter were $110K under budget ($3,250K actual vs. $3,360K budget. This is largely due to timing of maintenance projects that will occur later than expected, but there is a significant savings in personnel costs to this point. The Village’s cash position stands at $5,092K or $563K better than budgeted.

HOA BOARD MEETING

April 12, 2010

[Note: The Tellico Village Home Owners Association meets on the second Monday of each month at 9:00AM at the Chota Rec Center.]

  1. The first meeting between the ad hoc HOA/TVA Liaison Committee and representatives of the TVA was scheduled to occur on 4/14 at the TVA Offices in Knoxville. In addition to the committee, chaired by Dennis Stanczuk, HOA President Rich Planzo was to attend. A report back to the HOA Board will be made at the next Board meeting.

  2. Establishment of an HOA Office: Rich Planzo asked that this topic be tabled for the time being pending the outcome of meetings between the Triad Group and the STAY Committee. As a result no further action was taken.

  3. Membership: As of April 6, membership dues had been received from 91% of last year’s members (1243 households).

  4. The Neighborhood Clean-up and Shoreline Clean-up efforts were a rousing success. Tom Gondoly offered his thanks to all who participated and especially to the TV Public Works folks.

  5. Candidates’ Night: The Kahite candidates’ night was attended by 80 residents and nearly all of the Monroe County candidates. Walt Roessler tabbed the event a success. The District 1 (North end of the Main Village) Candidates’ night on 4/7 was less successful with only one candidate and three Villagers in attendance (pretty disappointing to the organizers). The next evening (the District 10 part of the Village) saw 200 Villagers and nearly all of the Loudon County candidates in attendance. Candidates for General Sessions Judge (five), Sheriff (two) and County Mayor (five) were each given three minutes to introduce themselves. This was followed by a Q & A session, which gave us valuable insight into the candidates’ positions on issues of importance to Tellico Village.

  6. The Kahite deer and dogs on leashes issues were discussed. It was reported that the POA had empowered an ad hoc committee to study and report back on the deer problem. As for the problem of leashless dogs, it was determined that Monroe County does not have a leash law (Loudon County does and the Sheriff’s Office will respond to such complaints). Two suggestions relative to this issue surfaced. First, present the issue to the POA for their consideration. Second, write an article on proper dog etiquette for publication in an upcoming issue of the Voice Of The Village and possibly The Village Connection. In the final analysis, this is an issue for each resident to address.

  7. HOA General Meeting: The next HOA General Meeting will be held at 7:00pm on May 13 at the Yacht Club. Featured speakers will be Michael Bobo, Executive Director of the Loudon County Chamber of Commerce, who will speak on business activity and tourism in the county and Douglas McGill, Municipal Marketing Manager for Waste Connections of Tennessee, who will discuss recycling. We will also hear updates from various HOA Board Members, Henry Cullen (the TV Fire Chief) and a representative of T-Bart.
